According to C.E.M. Zoad, law and order in modern civilization are like the wind. We breathe air but we hardly think about it. We cannot live without breath. Similarly, we have the law and order apparatus to protect us, but we often pay little attention to it. Without law and order, all human progress would have come to an end.

A scientist cannot invent, a poet cannot compose a verse and an artist cannot create his work of art. But, regrettably, there has been a major breakdown of law and order of late. People who like night travel by buses and cars or like late-night parties and festivals should be very careful.

In particular, wealthy people are increasingly becoming targets of robbers, highwaymen and kidnappers for ransom. Is it the result of an unusually large disparity between the rich and the poor or a widespread law and order system failure?
